3-Point Games and 3-on-3 Overtime debut in 2021-22
(Brooklyn, N.Y.) – The Premier Hockey Federation has announced a series of changes to its playing regulations effective for the commencement of the 2021-22 regular season.
Game Times:
All games are now starting at the top of the hour in accommodation of the ESPN+ broadcast schedule.
Team Composition:
Team shall dress 17 skaters and two goaltenders per regular season game instead of the 16 skaters and two goaltenders that was the previous limit.
Jerseys:
With home jerseys, the home team is allowed to choose their jersey color per game, and then visitors can choose their own.
3-Point Games:
For all regular season games, teams will be awarded three points for a regulation victory, two points for an overtime/shootout victory, and one point for an overtime/shootout loss. The 3-point system allows for all games to be worth the same number of points and leads to more separation between teams in the standings. This reduces the frequency of the tie-breaking formula to determine playoff positions. The total points gained in league play will determine league standings and playoff positions.
The tie-breaking system for two teams with the same number of points in the standings remains as follows:
i. Head-to-head record
ii. Total number of regulation wins (wins excluding overtime and shootout)
iii. Total number of wins (in regulation and overtime)
iv. Goal differential (GF / (GF-GA)
v. Should teams remain tied, a coin toss will be performed
The tie-breaking system should three or more teams be tied with the same number of points in the standings remains as follows:
i. Head-to-head-to-head (unless teams have not played each other an equal number of times)
ii. Total number of regulation wins (wins excluding overtime and shootout)
iii. Total number of wins (in regulation and overtime)
iv. Goal differential (GF / (GF-GA)
v. Should teams remain tied, a coin toss will be performed
vi. If a tie is broken by any means (eliminating or advancing a team), the above process will be repeated, in order, until all ties are broken.
The PHF will follow NCAA Playing Rules except:
1) Overtime
a. For all regular season games, if a game is tied at the end of regulation, there will be a three minute intermission, followed by a five minute sudden-death overtime period.
i. The overtime period shall be played with each team at the numerical strength of three skaters and one goaltender unless there is penalty time on the clock at the end of regulation.
ii. Teams will change ends to start the OT period. (Goalies in same ends as the second period).
iii. If no goal is scored in the overtime period, the Penalty-Shot Shootout Procedure will apply.
2) Shootout
a. If the game remains tied after the overtime period, a penalty-shot shootout will be used to determine a winner.
i. Teams will change ends to start the SO procedure (goaltenders will defend the net in their zone).
ii. Home team decides whether they want to shoot first or defend first.
iii. Three different skaters from each team will take shots alternately.
iv. The team with the most goals after the first six shots is declared the winner of the game.
v. If the game’s outcome is known before all six shots have been taken, the remaining shots will be abandoned.
vi. If the game remains tied, a sudden death shootout procedure will follow. Teams will reverse roles of who shoots/defends first. This reversal process will occur as needed during the sudden-death shootout for every three rounds.
vii. Coaches can choose from an open roster during sudden death shootout.
viii. Eligible to participate in the penalty-shot shootout are all players from both teams listed on the official game sheet except players who had been assessed a penalty.
3) Face-Offs
a. A center will NOT be replaced for a false faceoff. A warning will be given to the offending team, and a second infraction on the same stoppage of play will result in a minor penalty.
b. The attacking team may choose the face-off side after an icing or the start of a power play.
4) Media Timeouts
There will be one media timeout per period @ or after the 10 minute mark.
Media timeouts cannot happen after the following stoppages:
a. During a power play
b. After a goal
c. If a penalty shot call has forced stoppage
d. During the last 1:00 minute of a period
e. After an icing call
f. When a puck is shot out of the defensive zone by defensive team
g. When the defensive team knocks the net off
h. When there is a hand pass in defensive zone by defensive team
i. In the event that a commercial timeout is not taken during the prescribed time slot, it will be made up for at the first whistle in the next commercial break time slot.
j. The only exception occurs when a five-minute (non-coincident) major penalty is called on a player. In this situation, the commercial break will occur at the prescribed time.

Rules to Highlight:
A. When there is a hand pass in the defensive zone, the defending team is not allowed to change.
B. When the puck is shot out of play from the defensive zone, the defending team is not allowed to change.
C. When the defensive team knocks their net off in their defensive end, the defending team is not allowed to change.
D. When there is an icing, the team that committed the icing is not allowed to change.
E. Each team shall be allowed a one-minute timeout during regulation play in the game; the timeout may be taken anytime during a stoppage of play.
F. Each team shall be awarded one team timeout if the game is tied after 60 minutes of play. This is not an additional timeout in cases when a team has not utilized its timeout during regulation play.
The 2021-22 PHF regular season is underway with all six teams in action to launch opening weekend.
